Good luck. Most attorneys will not consider a case against a police department unless it is an obvious open and shut case.
I don't think you need to hire a lawyer if it just a small matter. It could help if you want to sue the sheriffs department by reporting your problem to dispute resolution such as mediation or arbitration centre which is near from your city. It is quite cheaper rather than hire a lawyer.

Lawyers will typically jump on any case that is lucrative. Your lack of being able to find a lawyer to take your case is indicative that you likely have no case or that it is frivilous in nature.
unless you have a lots of cash to hire a lawyer or it is a major civil rights case your not going to get a lawyer to help you its the nature of the beast

However, like others have said, if you're not finding a lawyer that's interested in the case, it's probably because you don't have a case worthy of their time.
you usually can't get a lawyer to sue the cops in his/her hometown. They don't like to have trouble with the police where they practice. You should go out of town.
