It's impossible to lose fat just from one area. Even if you do crunches all day to work your belly you'll simmply end up with rock hard abs covered in fluff. The body works as a whole, thus fat loss happens all over, though the stomach is usually one of the first places it can really show. As for pills, usually all they do is give you extra energy or make you feel less hungry, they wont actually get rid of the fat unless you get a bit active. An easy way to get rid of the belly fat: walk. Start walking 15 minutes a day, enough to get your heart rate up. Do this for a few days, then jump it to 20 minutes. Keep raising the bar every few days or once a week till you are walking a good pace for around 30 to 45 minutes. Don't worry about how far you walk, just worry about your heart rate. It's also best to do this earlier in the day if you can, as this will keep your metabolism higher, therefor you'll be burning more fat, (as long as your diet doesn't contain to many bad fats, calories, or carbs.) Figure a pound of fat is equal to about 3500 calories, so as long as your caloric intake is lower than that (no lower than 1200 to stay within a healthy range) and you are walking, the belly fat should disappear before long. A warning though, don't have unrealistic expectations, this can take time, depending on what percentage body fat you have. Picture a marble, and the swirls in it, thats how fat is in muscle, marbled, and the body will burn this marble fat usually before it goes for the excess flab, so a light toning routine can help speed the process as well.
I'm not sure why this myth persists, but you cannot lose fat from just one area of your body. And it's certainly not realistic to think that one pill vs. another is going to have an effect on where you loose fat, despite how certain pills are marketed.
Diet pills are stimulants. Caffeine, ephedra, etc. They all have the same effect to artificailly boost your metabolism, give you more energy, and help you burn more calories. Diet pills can compound the effect of good diet and exercise, helping you to loose overall body fat. You will probably see a significant loss from your waistline, but this is because that is where people carry most of their bodyfat. You can maximize the percieved effect on the stomach and waist by strengthening your abdominal muscles which will make them more defined and make you stomach flatter.
But in the end you will see the best results from a comprehensive diet and excercise plan that includes resistance training. The bigger and stronger your muscles, the more calories you burn (even at rest) and the easier it is to burn fat.
If you're allready in good shape just tighten up your diet to put yourself on a slight caloric deficit, and cadio, cadio, cardio! A good tip is that you should do cardio for very long sessions. Most people just start to burn fat after an hour of exercise. Even though ultimately you just want to use more calories than you consume, you're better off doing several 2-hour cardio sessions per week than 30 min. to an hour every day.
