This sounds funny, but it works. My husband is a marine and he makes his marines do whats called monkey f'ers. Just squat down with your knees together and hug your legs and keep raising your butt up and down. After a minute it starts to really burn, but it works!
those are two of the hardest parts to lose weight in and firm up - barring diet pills (which are not good for you anyway) and liposuction (which is dangerous, in my opinion)
but it can be done- naturally -
If you like to dance - belly dancing or the old "dirty dancing" routine helps because you are moving those parts of your body - with the dirty dancing (so to speak lol) when you gyrate down to a squating position and do the same going up through out a few songs you will feel the muscles in your legs they will kind of ache the next day- also - bicycling helps with the legs as well -
Swimming is great too!

but as with any exercise a sensible diet goes well with it -
cut out or cut down on caffine- drink more water - eat more fruits and veggies
and if you are serious about exercising perhaps go to the YMCA they often have classes at reduced rates if not free for people looking to do more exercise and they may have personal trainers to help you.
When I had this problem I was working as a "maid" in a hotel and every weekend I went out dancing at night and during the day I would go swimming and do a few water aerobics - with my work during the week and then dancing & swimming on the weekends I firmed up not only my legs and my thighs but everywhere else as well.
I drank more water - ate more fruits and veggies and cut down on caffine intake .
