The answer to both your questions is a yes.
First of all Hip Hop Abs is not only a fun routine but with it you will get a very good workout. It's a mixture of cardio to burn fat but then is also targets your mid-section (upper, lower and obliques) to that your entire middle gets firmed. The trick for it to really show quickly is to be able to do the routines daily and to really put your best form into it.
Before you go full guns, like the tape several times and get to know the motions. It's tempting to try and start along right away but watch a small section 2-3 times then try the motions. Once you feel that you have got them down pretty good move on to the next section and do the same thing. It may take you a week to get through the whole dvd, but in the long run you'll get more out of it, then if you start in right away flapping your arms and legs.
People have been having wonderful results with alli. The one thing however, that you need to keep in mind is that with alli you can't have any meals that have more than 15 grams of fat or you will get some unpleasant side effects. However, if you stay on a low fat diet you'll lose 50% more weight while you are taking alli.
So that's a choice that you have to make and think about. Is losing more weight worth giving up fries, fried foods and greasy burgers? 15 grams a meal is not bad at all but if you are like most, you probably are used to having a fairly fatty diet, which isn't good for you anyway.
Alli is what used to be the prescription medication Xenical. Personally, I couldn't stand being on them because if you eat a meal with more than 10 grams of fat (or even around there) you have explosive diarrhea and horrible cramping. Just take green tea pills instead. Alli just isn't worth it.
Oh, I don't know about hip hop abs. But I'm sure any exercise you would do would be effective if you do it on a regular basis.
I read some terrible things about ALLI, basically what the other person said. Sounds pretty gross to me. There is no magic pill, eat healthy and exercise, that's just the only way. I haven't tried hip hop abs but I can tell you something from experience about any kind of work out video and that is that, they are ok but nowhere near as good as a real class.
