Any one know of a fax program that works w/cable internet? No phone, only cable.?

Question: need a fax program that will work using internet only but doesn't require a monthly fee. No phone other than cell. Have cable internet. Would like to be able to send occasional fax with out having to pay a monthly fee for a service. Is there such a thing?
