Is there a programme that allows you to alter scanned documents such as business cards?

no

yes you need OCR recognition software and it will do exactly that. You may already have it as part of your scanner software package, check the cd that came with your scanner.
If you don't just Google because you can get the software free.

I use software called paperport at work

Microsoft Publisher.

Optical Character Recognition software allows you to type on scanned documents, but because this is for business use you're supposed to pay for the software.
Abby Fine Reader has a free trial so you might get your work done with that...
