Lot of countries do allow surcharges.

yes, it costs them money to accept cards. They pay fees on every transaction. So if sometimes, transaction is too small and profit is less than the fee they have to pay for the transaction, its ok to charge fee
All businesses charge you for using your credit cards in a sense that it is worked into the price of a product so that the business can stay alive and pay it's bills and employees. The Credit Card companies charge all businesses a few percent of every transaction you use a credit card for. (This is apprently why Sam's Club etc do not take credit cards). Sometimes a busiess will offer a "discount" if you use cash because they then do not have to give 2 or 3% of the transaction to the credit card companies.
