A business card is a networking tool - nothing else (you don't need to be in business)
You should also have resumes - especially at a Job Fair!
What you want is your basic contact info - and then the things that would make someone want to read your resume - in three short bullet points (If you have ever heard of a 30 second "elevator" commercial? These are the same things you want - you aren't going to SHRINK your resume onto a card - just make me interested in reading it!)
This is especially good if you are interested in Marketing or other specialties where making contacts is IMPORTANT.
What you put on it? It's what would get me to look at your resume - whatever that is.

The key word here is "business" card. If you're not in business, skip the card.
I would say it's fair. Anything you do that is proffessional & appropriate for the kind of job you are looking for is good. If you stand out from the rest because of initiative, so much the better.
He or she has every right to hand out resume's unless the people running the fair don't allow it.
Just hand out your resume. Companies get so many resumes at a job fair that the business card will just get lost.
Hand out cards with your name address and phone and email, if you have one, and not have your school's name otherwise you give the impression that you are employed there.
No by-line since it will be on your resume and also mentioned in a cover letter.
As for resume have a cover letter.
Make sure you are dressed as if you are going for a interview to make a good impression.
