If you live in North America or Europe, I'd recommend Staples Business Depot.
I had 250 Colour Cards with Raised Ink done fot 35$
Before getting all of them into print, they'll produce a proof of your design which you can then approve.

Dude do it locally, save some cash.
If you're willing to design them yourself there's hundreds of applications to help you with this, and you can then just take the design to the printers to have it printed.
Not only does it save shipping, but you get control.
