Really top secret agencies do not go out into the world and advertise with silly secrecy names, ie. navel intelligence, central intelligence, national spy agency and so on. Thay are more likely to be noted as a department in a military or civil wing of the government, Such as signals corps, or radio and telecommunication services. most governments follow the same policy, because if you made your agencies public they would be targeted. Also the people that work at this never call themselves spies, they consider themselves as officers in the service of their respective countries. As in Commander James Bond
