Sorry to the asker, I can't be of help. No idea how to do it.
When doing graphic design, remember these things.
1. Color choice will determine where someone's eyes will go.
2. Font must be readable.
3. Logo's are best used minimally to have ONE shape that is easy to remember. Often initals are good for this.
4. Keep them to the point and simple. No one likes reading something that eye strain occurs to get everything on it.

-- Anything specific you need (such as hours or email address)
Try using Microsoft Publisher software. You can import any logo design you wish. Just make sure you have permission if the design requires it. Or you could use the various templates and design your own. Be creative! You can do it!
I don't completely understand how you will use the INTERNET to design a business card because the INTERNET is not software of any kind but just a channel which to receive/transmit information.
I think you want to know how to use your COMPUTER to make a business card and logo. As others have mentioned, Microsoft Publisher is a good software for the business card while an image editing software such as Adobe Photoshop or Jasc Paint Shop Pro or GIMP does the trick for the logo.
They are relatively self-explanatory and simple to use.
If the class is going to grade you on how well the two look, you have to be careful on numerous aspects including color contrast/saturation/choice, uniqueness, font family/size/features, and the layout of all the information and if all the information needed is provided in the space alotted.
