I like the design features of Vista prints
MS-Word has a built in template, you can add graphics and make it "camera ready" - that will reduce your cost. You can print it on Avery Stock (lasercut) to make sure it looks good before you contract it out. Kinko's is as good as any to do the printing, the key is getting camera ready artwork.
Just be aware, if you use MS Word, you won't be able to print spot colors.
In other words, if you design it to be say, red and black, and take that to a printer to be printed, they will charge you to essentially do it over (the graphics design, I mean)
You get charged for each ink plate in press printing, up to 4 plates for full color (CMYK) printing. - the more colors you use, the more expensive it gets.
If you're printing it out on your own printer at home, it won't make any difference.
If you have Photoshop, just design it with that. You can then send it camera-ready to any print shop you like. It's best to hire a professional to do such work, though. It will give you a more professional image.
