It costs the merchants money, therefore, many small businesses limit their acceptance to keep overhead down. ATM cards are great because the merchant gets his money transferred into his account immediately. That is the end of the transaction. Credit cards however can be refuted by the card holder and the merchant will see the credit U-turn in his account and back to the card holder's account. Small businesses can not afford to have this happen very often.
