Depending on skill level...For intermediate to advance users Adobe PageMaker. For begining users, Microsoft Publisher will work just fine.
I personally use a combination of programs...Photoshop CS for images, and layout of how I want the card to look. I then take that layout and use the images that I created and put them in Microsoft Word. MS Word does have a lot of flexibilty to format your sheet to fit your Business cards.
There are a lot more programs out there, but I haven't tried them!
